I don't defend this guy but I wouldn't want to be a random black Gen Y male born and/or living in a St Louis County quasi-ghetto.
It's not just a black problem, it's not just a white problem. It's a structural problem, an issue with our society as a whole, on all levels.
It's economics as charted above, it's cultural (shitty standards of behavior) in communities, it's historical racism and current bigotry and prejudice, simple contingencies of network effects (lower class people tend to only circulate among lower class people), and these issues are all feeding back on themselves.
It's a tough life out there. It doesn't have to be this bad, but our economy is about as corrupted as the Soviet Union's got in the 1980s, we just don't know it yet.

I don't see any blood. I don't see the cigars he stole either. Maybe someone snuck up and stole the cigars from him.
