I could go and pee in their well, but other then that I see no solution. How about a rain dance?

I see lawn around watered every night. In other states with similar problem often have restriction to once per week.

Looks like lawmakers want to create situation to be so drastic to get easy public approval on rising prices for water and issue new bonds. This is California way.
