It is in the economic interest to not use leaded gasoline. And, it is in the economic interest to prevent travel to/from a country with Ebola outbreak. It is just that government is the only entity that can enforce such things in the current social system.

OTOH, the government is usually a pretty blunt enforcer, which typically causes many unintended consequences as a result. That's why that blunt enforcer needs to be used sparingly.

Even the anarcho-capitalists believe in the rule of law, while they do not believe in the monopoly of rulers.
