Can some be true and some be false?

Can some be ordered down, half-staff, or changed by Governor's orders? Do some have to be voted on by State Legislatures?
I assume, but cannot find, that each State has its own laws and procedures for deciding what to do regarding non-US flags. Does anyone know where to find that out?
