Evidently, you can sell fractions of a bitcoin, but not in that granularity. The article claims it's used to identify the person making the payment.
The fact is, although it may be worth sending out extortion emails to every person who signed up to that site, it's not worth perusing an individual for just $232 or so bucks. Actually making good on the threat would involve doing work and I doubt the extortionists are willing to do that except for big targets like politicians who will pay a lot more.
