I think there are guidelines that describe the criteria. Not anyone can declare all out war. You need to get a slot for committee review, and there is a waiting list. It helps to know somebody.

The overnight outbreak of fighting in multiple spots along the Armenian-Azerbaijan border is serious enough for Yerevan to have asked for its powerful ally Russia's* help.
