Every water front property that is situation on a body of moving water, has to have a seawall even if it's a creek, river or beach front.
They've been buildling sea walls on ocean access properties even before Henry Flagler broght the railroad through some hundred years ago.
This would be Ironic had he applied for a Lock or a Levee.

The solution is simple: permit denied.
If the rich don't want to lose their real estate to rising sea-levels, they have to undo the damage they've done.
Despite repeatedly dismissing global warming as a “hoax,” presumptive GOP nominee Donald Trump is applying to build a sea wall to protect an oceanfront golf course he owns from the threat of rising sea levels and extreme weather.
A Politico report published Monday details how the permit application for a wall to protect Trump International Golf Links & Hotel Ireland, located in Doughmore Bay, County Clare, explicitly mentions “global warming and its effects” as the impetus.
Part of the application reportedly features an environmental impact statement pointing to the threat of coastal erosion due to sea level rise “not just in Doughmore Bay but around much of the coastline of Ireland.” It also warns against erosion caused by more frequent and extreme storms.
The statement says outright that both these threats pose “a real and immediate risk to most of the golf course frontage and assets," according to Politico.
These private concerns over protecting a Trump property conflict with some of the presumptive GOP nominee's public comments on climate change.
Trump has written off his past claims about climate change being a “hoax” perpetuated by China as a joke. But as recently as March he told The Washington Post's editorial board that he was “not a big believer in global warming.”
Could it be that Trump is a huge liar? Might this say something about his character?
