I normally get two dozen I can polish off a dozen by my self on the way to the fishing hole. Those little buggers are addicting.
Looking at the literature found some interesting facts and one in particular stands out as a man made cause of the drought!
"California has handed out approximately five times more water rights than the total amount of freshwater runoff in an average year."
in other words its a simple math problem (w/ "Enron" accounting)
DEMAND (370 million acre-feet of water) > SUPPLY (70 million acre-feet of freshwater runoff)
so even if there was not a return to the long term trend of lower precipitation (in the region), there would still be a problem
