Dilemma Solved

1. Ban all religion in western society.
2. Require all refugees to pledge that no god is real.
3. Any that possess any holy books or have gone to any religious service in the past 10 years are ineligible for relocation.
4. Control guns so that only the authorized have them.
5. All guns come with GPS that are on at all time and turning off the safety or loading the gun causes an alert to be sent immediately to the police and starts a gun mounted camera recording.
6. Prosecute the police when they commit crimes using an independent civilian court.
7. Video cameras everywhere including on police.
8. Let inmates watch the police and flag videos with crimes.

See, no contradictions. Ten or twenty years of doing this and most problems with religion and refugees will go away.
