75-80% of H1-Bs go to the equivalent of Programmer or Network/Systems Admin "I" and "II", that is, entry level positions. "I" is just self-taught with a little bit of experience or simply a certificate or associates degree. "II" is a bachelor's with no experience or certificate/associates with around 3+ years experience.

Despite the rapidity which we could easily create a small army of "I" and "II" level IT personnel, if we even need to create any new programs (the job openings enough would be incentive), Corporate H1-B advocates act like there is some lofty, unassailable barrier to obtaining workers with these skill sets when they are a handful of community college courses away. If there aren't enough under/un-employed people already resident/native who have these skillsets but are working as stockers or salespeople at Best Buy for little over the minimum wage.

It's all about the low wages, of course. The threat of being sent back before qualifying to apply for residency, and the ability to can them at will with no severance, is just icing on the cake.

I don't see why we don't allow Caribbean People, Hong Kongers, or Indians to take the BAR exam. Laws are similar enough with a little study. I wonder why that would be? Same with Teacher Certifications. Just like lawyers fight tooth and nail to prevent paralegals from assisting people from filling out "No Duh" forms like incorporation.

It couldn't be these powerful lobbies are protecting themselves from global competition, while insisting everybody else suck up the downside as they enjoy the cheap Gardening and desperate Computer Fixit guys who built some amazing systems, until they got laid off and replaced with H1-Bs.
