Cops who overreact based upon an unfounded fear should not be cops and should face charges. There were several cops with weapons pointed at the deceased. Even Wyatt Earp could not have retrieved a gun from the vehicle and turned to shoot the cops.

That's a violation of the equal protection clause of the Fourteenth Amendment. It also goes against the very concept of a society based on equality under law. Furthermore, it is a position that greatly endangers the public.
If a citizen "overreacts based upon an unfounded fear" and shoots a cop dead, should that citizen not face charges? If not, then you are proposing that there are tiers of citizenship and rights. If you believe that, move to Saudi Arabia or the former Soviet Union.
Furthermore, your proposal would effectively allow any cop to commit any murder and simply say the words "I was afraid for my life" as an unquestionable get-out-of-jail free card. I sincerely doubt that you would be OK with this when a cop shoots your son or daughter. You just believe that this will never happen because you are white. You are wrong. Cops do murder innocent, cooperating white people and get away with it as well. There are actually many examples of this. If you or your family owns a gun, this will most certainly trigger many cops to "overreact" by shooting your ass dead regardless of how law abiding and cooperative you are.
Equal accountability for all people is the basis of any just legal system. Absent that and people have to take the law into their own hands. We should be a nation of laws, not of a nation of privileges based on political power. What you are proposing is as Unamerican as Sharia Law.

So a completely law-abiding and cooperating man with his hands up is tased and then murdered by bigoted cops who judged him solely on his physical form, not his actions or stance. He wasn't even pulled over. His car broke down and they shot him for being a black man because that alone is evidence enough to commit murder one.
There is only one solution to this problem, and it's the one Blurtman proposed for terrorists.
All terrorists, especially state-sponsored ones like these cops, need to be put to death to protect our communities. American lives are on the line.
And if these terrorists aren't brought to justice, then vigilantes will take the law into their own hands and start killing all cops including innocent ones. So even if you don't care about the victim or his family, care about the innocent cops who will be killed by vigilantes if these terrorists aren't brought to justice. This is not an academic prediction. It has already happened and will again if our court system chooses to ignore terrorist acts committed by police officers. And targeting races for murder is the quintessential terrorist act in America. Remember, the most historically significant terrorist organization in American history is the KKK.
Terrorists need to be prosecuted to the fullest extent of the law.
