There was an issue with the way that they were structured that didn't fit in with their assessment system for a time - that wasn't a watchlist. If you click on them, then you can see that it is now rated - 95%.

The Charity watchdog that report uses to attack the foundation rates it at 95% overall, finances at 97.5%, accountability and transparency at 93%. That makes it an extremely highly rated charity. Those are facts. Your arguments are simply wrong and come direct from a complete misunderstanding of the tax filings and how the CF operates. It doesn't pass on its funds to other charities (except 5.7%), it runs its own programs. What do you find so difficult to understand about that except your knee-jerk dislike of anything relating to Clinton?
