Additional licenses over 1 would be $100k/per child, or whatever amount would keep it out of reach for welfare recipients, but do-able for people capable of making a reasonable amount of money.

I can think of many ways from financial incentives to chastity belts to chemical castration/spading to imprisonment. Yes, there are trade-offs and downsides, but that's true for every law. The needs of the children outweigh the desire of the parents to propagate their genes.

Using mandatory chastity belts could have the additional benefit of ending all sexually transmitted diseases including AIDS. We would draw a line in the sand between people born before and after a certain date in the future and prevent mating between the two sides. Test people on the safe (younger) sides for STDs before every new partner in case of drug-related or other contraction. This would wipe out all STDs. It would require a relatively mild sacrifice on the part of current generations and would be a tremendous gift to all future generations. Unfortunately, mankind is far too selfish and short-sighted to do anything like this.

Or, you stop receiving Welfare and the next day your kid is CPS'd for child abuse because you neglected your child by refusing to take free government aid and can't pay for them.

We used to have such things. They were called nunneries. It's where irresponsible single mothers would go. They worked. They were boring, unpleasant but safe and secure places to live and you couldn't be a parasite. You had to do some token work. My point stands. SJW are a very vocal, very small fringe group. They have no power. They only think they do. They are impotent.

So I don't think you can solve that degenerescence problem without a solution that can get past all these people. Solutions like chemical castration are not on the table. Even bioengineering will be a hard solution to defend.

* Resident Advisors are trained to advance Social Justice officially at both private and public colleges.
* Administrators are trained to advance Social Justice
* Most States have at least one public University with Ethnic Studies departments that primarily focus on how they have been and are currently oppressed. Almost everyone has a Patriarchy Conspiracy (((The JewishMale Question))) Department (aka Women's Studies)
* Student Groups pay thousands and thousands to invite extremists and convicted violent felons to speak on behalf of Social Justice. Even though most only gather 10 students.

* No resident advisors at any college advance National Socialist Justice or White Supremacy
* No college administrators are trained to advance National Socialist Justice
* No State has an Aryan Studies Department which focuses on "Hitler dindu Nothin' Wrong and is indeed the victim of Communist-Capitalist at-the-same-time Jewish Oppressors."
* No State has a Men's Study Department which focuses on the disposibility of males while even the most deplorable female has her basic needs paid for by society.
* Anybody remotely critical of Social Justice - even if they're a complete liberal with strong liberal bonafides - will be protested and attempted to be No Platformed. The Admins will usually assist in this by creating a special jumble of requirements the invitees must meet. Meanwhile, actual convicted felons who advocate violence won't have any "security charges" placed upon their visit.

School textbooks reflect the politics of the school's area. This is one of the problem with Texas being a prime driver of text book sales. Texas is full of idiots.

That said, first, there are lots of problems with allowing local politics to drive textbooks. SJWs would just be one of them. Second, I'll grant that SJWs are effective here because it's college, their stronghold. Third, the solution is a national standard for education, preferably as a national virtual university. Finally, the protestors in your example are right, at least in this one case. Using "workers" as a euphemism for "slaves" is pure propaganda and should not be tolerated.
