California Governor Jerry Brown is proposing cuts to higher education scholarships for middle class students while increasing scholarship funding for illegal immigrant students.
Brown projects that the cut will $115 million per year by 2021, but the Legislative Analyst's Office estimates that the cost of financial aid for illegal aliens will grow from $67 million last year to $88.6 million this year.
