one violates the laws as Comey concluded but refused to prosecute, the other didn't:

Also, the Governor of a state is not responsible for foreign policy or national defense. The Secretary of state is the lead person responsible for the former, which impacts the latter.
Speaking of which, when is the DNC and Podesta turning over their devices to the FBI so they can do proper forensics to help determine the "Extent of Evil Putler Hacking". I mean to the FBI, not handing them a report from a contractor they hired and paid.
