And that's human nature in a nutshell. Fuck everybody else unless
1. they can fuck you back.
2. you need their cooperation to make money.
3. your reputation is on the line.
It seems most people are incapable of mustering even a little empathy or courtesy.
This is why I could never live in a Condo or an Apartment ever again.
I don't want to be on either side of that argument.
On one hand you have some neighbors that are offended by even normal television operation coming from the neighbors unit.
On the other hand you got neighbors that will blast the lastest Club tracks at 3am on a Saturday monring without even batting an eye.
Honestly some Asian people have major noise problems.

I used to have Asian people upstairs bang things on the floor in rage when I was talking in a normal tone of voice on the phone at 10PM. I found out from the Building Manager they wanted her to poison the birds who chirped in the morning.
I also used to live in an apartment right off the Boston "T", and it used to shake the building every few minutes. Got used to it in no time. The gal downstairs from me whose Asian parents were visiting complained about me walking around my apartment. I remember it was about 7 or 8PM because I had the news on at the time. When she knocked and complained I was actually dozing off and hadn't moved from the couch in about 20 minutes. It was crazy.
Speaking of Chinese, here's a story from yesterday.
I'm at Trader Joe's in the afternoon. Busy time, lines at all cashiers. An elderly (~70yo) Chinese woman ahead of me. Looks wealthy, does not speak much English. Probably visiting her children who live in the neighborhood.
The cashier asks her if she needs a bag. First time no reaction. Second time she nods. He bags her groceries and she takes off. Then stops two steps farther and reads the receipts. Realizes that she'd been charged 10c for the paper bag. Returns to the cashier and tells him, with jestures, that she does not need the bag. He fakes all groceries from the bag back onto the counter and gives her back 10c, while she stuffs the groceries unto her (large) purse. Meanwhile the people on the line are waiting.

That's why they smack each other around and make people stand on their heads to people who show insolence or lack or respect, in the community. They pull crap like that here, because we're nice.

A resident of Xi'an, China's Shaanxi province, the man – known only by his surname, Zhao – had complained that his upstairs neighbors' son was making too much noise jumping around, and robbing him of his much needed rest and relaxation. He first tried reasoning with the family, politely asking them to keep the noise down at certain hours, but his requests fell on deaf ears and the constant banging continued.
After the diplomatic approach failed, Zhao decided that it was time for some serious payback. He went online and paid 400 yuan ($58) for a device known as a building shaker. Yes, you can actually buy such a thing legally in China, and a simple search on online retail giant Taobao reveals dozens of different models and brands priced as low as 76 yuan ($11). They are designed to produce strong vibrations, with the stronger versions claiming to reproduce the same effect as someone drilling into the floor. Upstairs neighbors have to shout to hear each other over the loud noise, so sleeping is out of the question, and the constant vibration is annoying as well. Most models even come with timers or connect to your smartphone so you can turn them on while you are away.
And that's exactly what Zhao did. He turned on the building shaker at 8 p.m., on Friday, just before leaving his apartment for the weekend. For two days straight, his noisy upstairs neighbors had to put up with the drill-like sound and vibration caused by the motorized device, and they were powerless to stop it. They tried calling the property management and the police to complain about the situation, but since the owner of the apartment where the noise was coming from wasn't at home, all they could do was wait until he got back.
Police were waiting for Zhao when he returned home on Sunday afternoon, and asked him to turn off the infernal building shaker, but it's unclear if he was fined for his revenge scheme. TOMO News reports that Zhao and his neighbors agreed to never bother each other again.

Believe it or not, building shakers are marketed as the perfect way of getting back at noisy neighbors and making their life a living hell. Apparently, they are designed to keep the noise in the user's apartment to the level of an air conditioning unit, while wreaking havoc upstairs.
