And it sounds redundant and useless. If the alleged war crime is committed by a USA citizen, there's already a legal system to prosecute them. If it was committed by a foreigner, there's the tribunal in The Hague, for al the good it can do attempting to prosecute someone not under their influence.
I suspect that there are entrenched deep state people in that office he wants to get rid of, and might have to at least temporarily close the office to do so. He's been cleaning house lately. It's brilliant!

Thank god the FBI cannot be removed.

Just think for a moment though, a war crimes government oversight and military conduct department is going to be closed. Currently, the military is doing far more on their own, than previously, because the current ranking civilian over them has no good civilian advisors and he himself knows pretty much nothing.
