No he authorized the building but not the funds for the Wall the last Idiot that fell for that Was Bush. And as we all know the wall never got built.
Schumer didn't offer anything that isn't already on the books. The wall has been approved since Bush's first term. What has never been approved is the funding or the actual plans.

Trump don't really care since tax scam passed and said he'll sign any bipartisan deal. yet he turned down two because Miller told him.
as people who have knowledge of the WH have been saying, he's too old to decide for himself so he'll just listen to whoever talks to him last.
