Representatives shall be apportioned among the several states according to their respective numbers, counting the whole number of persons in each state, excluding Indians not taxed.
Notice it says "persons" and not "citizens. That is not an oversight, as later in that same Section its states one must be a citizen to actually vote for federal offices.
The solution is to deport all illegals.

Citizens, not people. Not pied-a-tierre South American Landowners who happen to be in their South Beach condo when the Question Brigade shows up. Not Illegal Guatemalans. Not Raj on his H1B Visa. Citizens.
That California, led by Eric Place Holder (who resigned before he could be impeached and thus disbarred), is suing to prevent the Census from asking the very important question: "Are You A US Citizen?" means that the Democrats are openly proclaiming their particular interest in immigration: Screwing with the apportionment of seats.
Nor is it just California, but other states, mostly ones hoping to fight the drain of productive citizens from their highly regulatory states by counting illegals and non-citizens.
CNN and others say it is about Medicare and other government programs. No problem, those are not for non-citizens, so anybody who isn't a citizen isn't eligible anyway.
But, as I've explained before, the solution for Leftists is NOT TO ASK. If you don't ask, you assume that they are, and the money flows and the votes count. Again, the example of Washington state 'using the honor system' for voter registration.
