A "barrier" of a quality, quantity, and location specified by the border patrol experts who have been working their job for the last 20 years.) We don't really care about who is paying when we see that the benefit massively exceeds any possible cost.
The more recent equivalent is the AOC nonsense about the "green" stuff. Left, right, and otherwise, media are going crazy about it.
