"Bill" as a ballot measure introduced by the legislature as opposed to ballot measure from citizen petition. Dems are not going to remove Prop 13, no matter how much they play act, so that "meme" is still valid. I suppose you could mention Prop 19, but that does not affect the girl living in Gramp's old house.
