Basically, deputizing the shop lifters against the business isn't enough, they are deputizing the employees as well to create a litigation trap and also to protect the primary deputized shoplifters.
If a shoplifter 'injures' an employee, with or without intervention, the employer is responsible. The burden is lifted from the shoplifter to the employer. Employer winds up both robbed and sued by a 'slip and fall' employee.
So, a security agency isn't an employee? Where is the language that provides an exception to security agencies?
