Whenever the Red Cross is in control, that's the same as the Globalists and the Swiss Octagon being in control. HAARP was, supposedly, an attempt to detect missiles by using radio waves reflected off the ionosphere as a defense against nuclear weaponry deployed by Russia. Who knows if it worked or not? Who knows if this is true or not?

We cannot produce enough energy to DIRECTLY effect the weather. We can induce it to rain and snow using several chemicals, but we cannot change wind direction or cause something like a hurricane. The amount of energy released by a hurricane is like all the energy humanity uses in a year. It's crazy amounts. We MIGHT be able to cause an earthquake, possibly. A nuclear weapon might be able to make two plates slip.
