It probably depends on time of year, but, yes, the green map is more accurate for total annual rainfall. Maui for all its smallness has divergent micro climates, from rain forest tropical to near desert. The water mostly comes in from the northwest and volcanic heights can act as blockers. The northern parts also have a lot of wind. I guess its an assertion that in August the wetter portions are on the blue map, or the blue map is inverted. The statement says that it is for August, not annual total rainfall.
