If something programmed is going on, it doesn't look like the DEWs we know and love from Paradise or Lahaina. At least from the air, these fires look more like 'traditional' type fires where things aren't reduced to flat smoldering gray ash, but remnants of the structures and supports remain. It might be nice to have some ground shots of cars, plastics, wood and trees which can demonstrate the signature of DEWs.

Just like DEWs have been around for a very long time, so have viable brain chips for control of persons. The question is how many and in whom and to what particular ends? Assassins and the MKUltra geeks are probably the tip of the iceberg.
