They didn't call on their cell phones. That was a point of contention made. Cellphones don't work on a plane, try it. You might get flagged through. Cell phones are called "cell" phones because they only work within an area called a "cell". There are a bunch of cells that overlap, and you connect (generally) to the closest one. In a car, you move from one cell to the next seamlessly.

At high speeds, you cannot change quickly enough between one and another, and from a mile up, which one is the closest? Not designed to handle that, and you are in basically a Faraday cage of the plane. You can't even generally lock onto GPS.

The whole bullshit of "they called on their cell phones" was repeated endlessly to add confusion to what happened. Misinformation was DUMPED out after 9/11, and that was one of them.
