In the original 1964 Charter, the PLO (now Palestinian Authority) explicitly disclaimed what was the Jordanian annexed West Bank and Egyptian occupied Gaza, recognizing those countries annexation/occupation of that areas. Jordan only formally renounced their control over the West Bank in 1984, almost 20 years after Israel took Samaria/Judea back from Arab Colonialist Imperialists who got 70% of the Palestinian Mandate (ie Jordan) back in the 20s from the British, who never handed over one acre to Jews.

The Palestinians have rejected any and every actual land deal ever offered. Even the one that ended up with the League of Nations Mandate for the Jews only getting the Jews 14% of the entire Mandate originally slated for the jews, they rejected that and attacked with half a dozen armies, too. Here you go. After getting 75% of Palestine in the 1920s called "Jordan", the 1947 would have given the Levantine Arabs (Palestinians weren't invented by the KGB in 1964 yet and called themselves Arabs) half of the remaining 25%. So the Jews would end up with one-eighth of Mandatory Palestine that was supposed to be the Jewish State according to the League of Nations and British Parliament.

Arabs who left their homes after attacking Israeli convoys were not allowed to return, which is normal behavior in most conflicts. If Israel had ANY intention of creating a two state solution, Israel is clearly powerful enough to do it today. The only possible reason they won't do this, is that they are going to take over all the land. There might be some reservations set aside, and that's about it. When Israel offers some "generous deal", nobody is given access to the actual deal, and all you know about them is what some propagandist in the Western press writes about them. The reason this happens, is that it probably isn't a generous deal and Israel has no intention of having a deal made.

Come up with an alternative explanation.

How could there be an Israeli or Palestinian Government document from 1947 when there was neither? There was only a loose Arab League of several Arab Countries speaking on behalf of the Levantine Arabs (not yet Palestinians) and the Jews.

There was a UN plan that was approved in the assembly, rejected by all Arabs, but accepted by the provisional Israeli government.

Most of the half of the remaining quarter was the Negev, completely useless wasteland with no agra or mineral resources. Cannot even support humans even on a subsidence scale. Again, 75% of Palestine was already given to the Arab State of Jordan by the UK in the 1920s.
