Yup, that's exactly what is being done.

20 years ago, I recognized when the intelligence agencies were infiltrating the Internet, nobody believed me. Believe me now. Memes are constantly confounded to make the creators seem stupid. It's easy to do as well, get a real meme, and add some misspellings. Here, took me less than a minute to find the original image:
