When I studied in Austria, some of the Americans I was with went to Morocco on vacation, where they made the mistake of buying weed.

The dealer turned them into the police, and the police demanded a bribe to let them go. The dealer and police were working together, and everyone was happy, except the silly Americans. But it was an educational experience for them anyway.
