Almost? Everybody knows terrorists and insurgents have to set up lines of communication, logistics, supply lines, weapons depots and supply nodes for ops. They also need to be managed into fanaticism. Somebody in our government needs to give them aid and comfort.
Somebody in our military and government also know where they are and what they are doing and don't stop them. Undeclared and unprivileged enemy combatants can be summarily executed on the spot without recourse.
