Supposedly both the 'sides' have warring computer strategies changing data feeds from day to day, hour to hour, to game the outputs. Also, it appears to be a contest of timeline wars with the demon worshipers held thrall by their holy dates, numbers and astrologies. They can be disrupted from their religion. They fear timeline alterations and negative karma. They also clearly fear awakening and perception in the slave populace (thus the great decortication and lobotomy tactics).
It's a subtle but relentless game. Society consists of thousands and thousands of spinning plates on sticks for nominal stability. Whoever has 'power' holds the spinning plates hostage. Recklessly taking down one spinning plate out of spite and causing the rest of the plates to fall isn't indicated.
