11.7 AUTHORITY OF THE OCCUPYING POWER OVER RESIDENTS

The authority of the occupying power over the inhabitants of the occupied territories derives from its ab war powers and from its duty to maintain public order and security in the occupied territories. The
occupying power may, as a belligerent state, take such measures of control and security
consideration to protected persons as may be required by the war. In addition, the
Occupying Power may take such measures as may be necessary to fulfill its duty to ensure public order, and security.

11.7.1 Obedience of residents to the occupying power.
