Drop everything, including the military, one or two levels.
What I mean by that is: What is done by a Colonel will be done by a Lt.Colonel or Major. What is done by a GS-7 or 8 will now be a GS-6 position.
Army Captains in WW2 oversaw 1000 WACs or combination civilian-auxillary-military units. Not Colonels.
Entire small or remote bases were often overseen by a Colonel, sometimes a Major or even Captain.
Today we have a Navy Admiral for every ship and a General for every Battalion and an Air Force General for every squadron. We're top heavy.
