Seems that Charles remains 'undead' because like Liz, he could be played by avatars while the Real Charles was executed by some Royal star chamber as allegedly was Liz as well (remember that royal carriage with the Liz hologram, or the grim reaper character walking across the doorway at Charles throning)? Liz committed some kind of royal treason which didn't allow her to succumb to a natural death, although the execution might have been somewhat token at her advanced age.

It seems that their 'official' deaths are always on some magical astrologic date. The Charles avatar or whatever lives on, so this is a false alarm.
