We were in Tokyo. They were in or near the subway stations. Kind of funny to see a guy in a nice suit flat on the sidewalk and everyone walking by him.

We were in Japan a few years ago and indeed saw some drunk businessmen passed out on the streets.
I was in Masawa. It appears I did not get around enough to see what you saw.
