FOIA requests have a strange habit of being denied for contrived reasons whenever the information in them would be damaging to certain people.
I've seen FOIA requests where basically every noun in the document was redacted.
I have a document where James "Corney" (that's not a misspelling on my part that's an 'r' and an 'n') is mentioned repeatedly. This was done to prevent searching on the name "Comey" - they changed the kerning (typesetting) to make it look just like an "m".
The French Revolution was also overturned. The royalists were able to install an aging king who lasted about 30 years on the throne before the monarchy was permanently abolished.
