Social hierarchy amongst humans and apes is genetic. They will generate it de novo even without memes or traditions. A lot of it has to do with leadership being somewhat parasitic, somewhat symbiotic. Dominance becomes genetically transmitted because it can lead to selectively greater resources and reproduction for the aggressive.

Government and leadership is an extension of that.
