If FL and TX and others are pulling out their NG units, which would be the most Trump-supporting element among the NG, there goes the "Muhahah, the sucker Dems clamored for the instrument of their own outing" narrative.

I notice the Jack Ryan Will Save Us crowd (JRWSU) is blithely ignoring that little fact.

The plan was to just keep around 7000 NG, anyway, for a longer time. They are part timers, not regular troops. Apparently, more regular duty and special ops troops are moving in all the time. NG was originally from Virginia Commie Guv as a form of Pelosi theater, then expanded by Trump with the emergency declaration to rattle their cages, knowing they were under his command, not theirs. If their cages aren't rattled by now, they never will be.
