Swedish response initially was that people with masks have a false sense of safety and thus are less likely to socially distance. Since social distancing is more efficient by far, they chose to not require masks.
Swedes were the only ones in Europe acting rationally. May be Belarus was the second country that was reasonable
After all, while masks are not foolproof, there is evidence that indicates that they do help reduce the spread of COVID-19
