What's nice about it, is if they do carry the phone around, even if just for a little bit, their location history will show every house and business they goto and frequent. So even if they disappear around court time, ICE has a decent starting point for where to look.

But, its seems really unlikely they would ever pay for agents to hunt them down like this. At least not for most of them. But maybe for certain ones they're interested in, like a criminal.
