The theories I can come up with:
1. Bribed
2. Coerced/threatened
3. Honestly believe that they are helping the people of their countries
4. Have been informed of some horrifying scenario (that ISN'T Covid-19 itself) that threatens society that the public absolutely cannot know about otherwise mass panic ensues which can only be averted by going down the path they are right now. Not sure what this could be but perhaps a future bioweapon that credibly could wipe out 50% of the population.
