I told him, that Trump got the Vax produced, because the establishment was hell bent against affective treatment options. He made it clear, he was making the vax available for those that wanted it, so we could get back on with our lives. He also never intended on Mandating it a requirement for getting back on with our lives.
The vax was coming regardless if Trump fast tracked it or not. I think Trump took a Shit in the punch bowl. Gates, China and Fauci, had the exclusive monopoly on the Vax they were developing. Trump opened it up for a free for all, and many companies competing. So no one company could make all the profit. I think that's why the CDC and NIH now want everyone vaccinated, because their share of the market was smaller than they initially hoped.

I think it was a case of "Agree and Amplify".
By embracing the Establishment's proposed "only solution" and fasttracking it, he headed off any claims that he wasn't serious about the vax.
That was almost certainly the strategy, since the Media downplayed the availability of the vaccine but was trying to dump all the side effects of Governors strangling the Economy on Trump.
That was another of the many "Whiplash 180s" - it was "no vax in time" right up until December-January, then it was "Thanks to Merck and Biden for the Vax".
Now the 180 is "If you're vaxxed, everything can go back to normal" becoming "Being Vaxxed doesn't mean you won't have to mask up"
