Furthermore if you don't want to pay any property taxes at all, then go get a plot of land somewhere out in the sticks that doesn't have access roads, or any city or state provided amenities.

But to answer the spirit of what you said, if enough homeowners stop sending kids to school public school, then a large chunk of their millage would drop due to the state not having to provide education dollars to their district.
