I'm certain it's cheaper to standardize on box sizes than to have multiple sizes - for both inventory and bulk supply.

You normally buy at something like 1000 to 10,000 at a time.

I bought a Mini Morley Volume Pedal from Guitar Center used merch. It came in box about that big, but wrapped with bubble wrap, and still was under 1lb.
Works great by the way, now I can control my piercing wah wah high frequencies ridding on the Q. The kids played with the bubble wrap, while I tested to see if it tamed my gain stage in my pedal board.
