Why can't Biden close Guantanamo Bay?

20 years after Sept 11th and Guantanamo Bay is actually expanding.
Trump spent a billion on it and the Pentagon are building a second military court room.
The rumours circulating on the back channels is that Guantanamo Bay is actually a prison for Deep State traitors and that we are very close to seeing major changes in the world.
If this is nonsense then why did Biden sign the NDAA baring himself from closing Guantanamo Bay which is in fact expanding?
