No, Russia is a neighboring country to Ukraine. Yes, it appears that they have sent some soldiers to support the Russian loyalists in Ukriane just like NATO (usa) is supporting the Ukraine govt. (which the usa supposedly put into power under the guise of creating a democracy with an actor/comedian as its leader), even though Ukraine isn't a member of NATO. Both claim to be peacekeepers.
