This is believable to me, especially after reading Progress and Poverty by Henry George.
The rich loved Malthus because he provided the rich with a reason to vilify the poor as irresponsible breeders.
The rich loved Darwin because he provided them with a justification of their wealth as genetically "superior" people.
Wealth naturally rises with population as more people are available to do more specialized work. The reason wealth is highly concentrated is that the wealthy extract unearned profits from everyone else, primarily via land owership, per George.
