And why let a Biden Judge toss the whole thing out or is such an asshole the prosecution goes with reduced charges in the hopes the judge doesn't sabotage the case.

The addicts aren't the immediate buyers of whatever these boats are carrying. This is the black-market equivalent of BTB trade - wholesale to wholesale.
