Pardons are only for federal crimes, not state ones. Doesn't matter, Giuliani will just refuse to pay. OJ Simpson was found guilty in a civil lawsuit brought by Ron Goldman and of Nicole Brown Simpson's parents, they won, Simpson didn't pay a dime.
