The building could be even wooden, but covering it in stucco makes its walls resistant to embers. If the roof is made of non-flammable material (metal, ceramic or concrete tile, etc) the building will not catch fire from embers, unless they get in through open windows or doors. This is where sprinklers come into play and I'm pretty sure resorts like that have fire supression systems by code. These high-rises are made of steel and concrete though. The boats burned on the water were not stucco, concrete or metal - they were made of wood and/or plastic. Drop some embers on them - and they're done. Dry conditions are irrelevant - if the surface is non-flammable it will not catch fire no matter what. Drop some embers on lush grass which has been watered twice a day and all you get is maybe poxmarks here and there.

The court filings allege that Hawaiian Electric Company (HECO) and its subsidiaries failed to properly power down live electrical equipment amid a red flag windstorm earlier this month.
Due to this failure, downed power lines operated by the utility company sparked a series of deadly fires on the island, the lawsuit claimed.
“The lawsuit alleges that the Defendants acted negligently by failing to power down their electrical equipment despite a National Weather Service Red Flag Warning on August 7th,” Maui County said in a release announcing its lawsuit.
“The lawsuit further alleges HECO’s energized and downed power lines ignited dry fuel such as grass and brush, causing the fires,” the announcement added.

What it shows is evidence that some people may have had advance warning, while others had none. And that it was more than grass and stucco that saved that resort. Coincidence, again, really? I think not...
I like me a good conspiracy theory but it needs to be consistent enough to not insult my intelligence.
Regardless of the details we can say with certainty that the government created a situation where people would die. It was premeditated. It was murder.
